Mr. Phan Van Ngoan graduated the Bachelor Degree from Ho Chi Minh City University of Law in 2000. In 2002, he attended a lawyer training course at the Judicial Training School and officially became a lawyer specialized in corporate law in 2005.
Mr. Phan Van Ngoan, after that, attended the course to improve his corporate managing skills at the University of Economics in Ho Chi Minh City and granted the Bachelor of Economics Degree in 2007 and then graduated the Master of Economics in 2015. He now is a post – graduate student of “Doctor of philosophy business administration” program at Tarlac University in the Republic of the Philippines.
Mr. Phan Van Ngoan is the legal leader of development projects in large corporations such as:
- Kinh Do Group (2002 - 2005) Mr. Ngoan as the Director Legal Department of the Group had directly carried out legal procedures for many projects such as Cong Hoa Garden Project; Kinh Do Confectionery Factory; Regal Club Project;…
- Cotec Group (2006 - 2014) as the deputy general director of the Cotec Group, Mr. Phan Van Ngoan had directly developed projects such as Phu Xuan Nha Be residential area project; taking transferred and developing Blue Saphire Resort project in Vung Tau
- In addition, Mr. Phan Van Ngoan is also a legal leader of many M&A deal such as: the transfer of Cotec Cement Factory to Holcim Group of Switzerland with the transfer value of USD45 million; the transfer of the Buu Long Cement Factory to SCG Group in Thailand with the transfer value of USD05 million; the transfer of 01 million of CLG (Cotec Land Group) shares which is listed on the Stock Exchange of Ho Chi Minh city to the Tamahome Corporation, Japan with the transfer value of USD 02 million.
- In particular, Mr. Phan Van Ngoan had studied and successfully implemented two projects, including Duc Giang Hospital of Obstetrics and Gynecology in Hanoi project and Dong Nai General Hospital project in type of socialization. These projects are highly appreciated by the Government and investors as the successful public – private partnership projects (PPP model) in the legal sense. These two projects are typical PPP projects in Vietnam during the period from 2012 to 2015.
